I gather eagleRC.usr is the source for default information to the
eagle.epf (and eagle.scr) files. If so, it's not putting useful info
into eagle.epf and every time I do a new project I spend a lot of time
trying to set things up. Surely this is not necessary?

Two main questions please:

1) The file says "do not edit" and that eagle makes these changes.
Please tell me how to make the changes. I find nothing about this
anywyhere in the manual (although it's probably there). I would
especially like it to refer to useful drill sizes, pad sizes, etc.

2) This file is put in Windows "My Documents". I don't want it there,
I'd like to put it in a backup directory. Any way to change paths to
this file like you can do with the other files in Eagle?

Windows suggests the directory My Documents. This directory is defined
in the Windows registry in:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\
Shell Folders\Personal
If you would set an environment variable "HOME" you could redirect it
to another directory.

Thanks for the suggestions and the link. The link is helpful but
concerning the eagleRC.usr file, is it true that the only thing one can
change and store are those things mentioned in the Options/Set menu?

I'd love to be able to start up an eagle project and have the layout use
round, 16mill drill vias - it uses square via pads and the drills are
huge. But I can't figure out how to do it. I don't see any way to do
that in Options/Set. And I find nothing of help in the FAQ. Can you
tell me how to do that please?

There are some "Options" settings that are not accisible in the menus.
For those, editing eaglerc.usr makes perfect sense.

Look what EAGLE.SCR can do for you. It (resp. its sections) is
executed/interpreted each time a schematic/board/library etc. is opened.
Simply set your defaults there.
